Leota Billings Sipe, 87, Stayton, Ore., died there Sunday, June 13, 1993. She was born Feb. 14, 1906, at Harding, Kan., the daughter of M.A. and Caroline Billings. She married Wayne Sipe on Feb. 14, 1927. They had four children; Nadine (deceased); and Milbra Sipe, Elizabeth Cureton and Larry Sipe, all of Oregon.
