US Congressman. He was the director of the Philadelphia Probation Department, 1967 to 1974 and a member of the Pennsylvania House of Representatives, 1974 to 1977. He was elected as a Democrat to represent Pennsylvania's 3rd Congressional District in the United States House of Representatives, serving from 1977 until he resigned in April 1981 in the wake of the 1980 "Abscam Scandal". Convicted in the scandal of taking bribes from undercover Federal Bureau of Investigation agents, he served ten months in Federal Prison.
