Joseph Creighton Barker was the son of Samuel Barker and Elizabeth Stait, natives of New York and Pennsylvania, respectively. He was the eighth born of eleven children:
Mary Barker, William J Barker, John W Barker, Christopher S Barker, Samuel Barker, Sophia Barker, James P Barker, Joseph Creighton Barker, Minerva Elizabeth Barker, Meliva B Barker and Harriet Barker.

Joseph married Phoebe Alice Eoff, the daughter of James Eoff and Christina Leach, both natives of Kentucky. Joseph and Phoebe were married in Crawford County, Illinois January 30, 1871. They were the parents of ten children: Gilbert L Barker, Zena Hector Barker, Horace Culver Barker, Charles Alaska Barker, Clovie Leach Barker, Orpha Ioda Barker, Grover Cleveland Barker, Versa Erdine Barker, Ivan Geer Barker and Lora Lee Barker, all born in Crawford County, Illinois. Joseph and Phoebe raised their family on their farm in Crawford County.
