Francis was born on January 23, 1924, in Bradford Township, Rock County, the son of Fred and Elsie (Pinnow) Alwin. He married Doris L. Lorenzen on May 26, 1951. He was a longtime Johnstown Township (Rock County) farmer and a member of the Johnstown Town Board for 27 years, where he served as both a supervisor and chairman. He was a member of St. Paul's Evangelical Lutheran Church, Janesville, and the Rock County Farm Bureau. He died at his home with his family at his side on October 18, 2008. Francis is survived by his wife, Doris; two children, Richard (Lori) Alwin of rural Avalon Wisconsin and Penny (Richard) Marz of Statesboro, Georgia; four grandchildren: Suzi Garelli, Stephanie, Julia and Leanna Marz; and two great-grandchildren, Brian Alwin and Michael Garelli. He was preceded in death by a granddaughter, Megan Olson; as well as his parents.
