Born Sept. 1, 1933, in Frederick, he was the son of the late William and Sophia Fultz. He graduated from Frederick High School and served in the U.S. Army in Korea. After his service overseas, he returned to the Frederick area and began his apprenticeship as a plumber. He mastered the trade, and worked for many years until disability forced his retirement.
In addition to his loving wife, he is survived by his brother, Morris Fultz and wife, Wanda; two sons, Charles W. Fultz and wife, Wanda, and David E. Fultz and wife, Deborah; three grandchildren, Denise Hanton and husband, Andy, David Fultz and wife, Julie, and Shaun Fultz; a great-grandchild, Haylie Fultz; step-children, Sylvia Matz and John Harley Jr.; as well as step-grandchildren and step-great-grandchildren. He is also survived by his good friend and cousin, Butch Keeney, and his beloved dog, Spike."
