Msgr. Franco Sibilla, former Bishop of the Diocese of Asti, was born on May 5, 1923, in Turin, Italy, from a family of Genovese origins, and was ordained to the priesthood at 29 years of age, on June 29, 1952.

On July 15, 1974, aged 51, Sibilla was appointed as Bishop of the Diocese of Savona e Noli, receiving his episcopal consecration on the following September 29, from Bishop Giovanni Battista Parodi, assisted by Archbishop Luigi Maverna and Bishop Lorenzo Vivaldo.

Following the demise of Msgr. Nicola Cavanna at the age of 63, Msgr. Sibilla was named as his successor as bishop of the Diocese of Asti, on September 8, 1980.

A personal friend of Pope Paul VI, Msgr. Franco Costa of the Diocese of Crema, and of Msgr. Emilio Guano, of the Diocese of Livorno, the Bishop resigned the pastoral government of his see on March 16, 1989, due to health reasons, and retired to Genoa, where he resided at Villa Campostano, and later, from 1998, at the Convitto Ecclesiastico of the City, where he passed away after suffering a cardiac arrest, on Tuesday, August 12, 2008, at 7.30 am., aged 85.

The Bishop's funeral Mass was celebrated inside the Metropolitan Cathedral of San Lorenzo in Genoa, presided by Cardinal Angelo Bagnasco on Thursday, August 14 at 16 pm., followed by another Mass at the Duomo of Asti, presided by Cardinal Severino Poletto and Monsignor Francesco Ravinale, Bishop of the Diocese of Asti, on the following day at 10 am.
