Phillip Fisher, 54, of Hanna City died Friday, Aug. 15, 2008, at OSF Saint Francis Medical Center in Peoria, IL.

He was born June 25, 1954, in Waterloo, Iowa, the son of George and Edith Grapp Fisher. He married Sandra E. Slape on July 13, 1984. She survives.

His mother, Edith, preceded him in death in 1988.

Survivors are his father, George and stepmother, Joan Fisher of Friendship, Tenn.; two daughters, Caroline E. Carle and Tracie A. Richey; and one son, Phillip Jr. Also surviving are two sisters, Bev Stewart of Bonicord, Tenn., and Edith (Sam) Basir of Lake Villa, Ill.; five brothers, Ron (Sarah) Fisher, Rod Fisher, Ty (Sue) Fisher, Eldon (Kathy) Fisher and Clyde Fisher, all of Bonicord, Tenn. Survivors also include his father-in-law and mother-in-law, Troy and Sharon Slape; brothers-in-law and sisters-in-law, Gordon and Debbie Crow, Steve and Jan Slape, and Dennis Slape and his fiancee, Abbi Look, all of Peoria.

Phil graduated from Washington High School and from ICC with an associate degree.

After school, he worked as a journeyman meat cutter at various locations and also as a Northwoods Mall security officer. Prior to Phil beginning his employment with the Peoria Police Department, he was an Auxiliary Civil Defense Police Officer from 1972 until 1980. He began his employment with the Peoria Police Department on Sept. 2, 1980. He was promoted to Sergeant on May 21, 2005. He served as Master Range Instructor, Master Taser Instructor and as a Field Training Officer. He most recently was assigned as the Court Liaison Sergeant at the Peoria County Courthouse, last working on Friday, Aug. 15, 2008.

Phil served on the Executive Board of the Peoria Police Benevolent Association, Cops for Kids, Peoria Police Benevolent Land Committee and as Sergeant of Arms and presently the treasurer for the State Police Benevolent Protection Association.

Phil had a distinguished law enforcement career. He received four life-saving awards, two distinguished service awards and the American Legion Award, as well as many letters of appreciation from citizens, letters of commendation issued by the chief of police for outstanding service and letters of appreciation from city officials. He received the Police Valor Award in 1993.

Phil enjoyed fishing, all types of hunting, travel, and riding ATVs.

As Phil often said, he was married to his best friend, Sandi. They enjoyed nothing more than just being together. Phil was extremely proud that Sandi had just graduated from Walden University with a Master of Science in nursing.

He admitted he couldn't swim or dance, but Phil was a great storyteller and knew all the words to almost every country music song written.

Burial will be held in Swan Lake Memory Gardens.
