The son of Johann & Dorothea (Reiling) Seltzer, he arrived in the United States sometime before 1850. He married Margaret Jane Rider May 25, 1850, in Emmitsburg, Frederick County, Maryland, and fathered Lucinda Genevieve (b. 07/17/51, d. 02/08/52), George Frederick Patrick (b. 08/28/52), Mary Virginia (b. 07/15/55, d. 08/01/56), Thomas Clifford (b. 04/26/57), James Reiling (b. 03/16/59), Anna Margaret (b. 09/26/61, d. 10/01/64), Martha Louisa (b. 07/11/63, d. 10/25/64), Estella Elizabeth (b. 07/09/66), Joanna Catherine (b. 07/24/68), and John Nicholas (b. 05/18/71). In 1860, he was a shoemaker living in Cumberland Township, Adams County, Pennsylvania, and stood 5' 11" tall with brown hair and gray eyes.

A Civil War veteran, he served two terms of service:
1. Drafted at the stated age of thirty-five in Adams County October 16, 1862, mustered into federal service at Gettysburg November 10 as a corporal with Co. F, 165th Pennsylvania Infantry (aka "Drafted Militia"), and honorably discharged with his company July 28, 1863.
2. Enlisted at the stated age of thirty-eight in Gettysburg February 28, 1865, mustered into federal service at Harrisburg March 25 as a private with the 101st Pennsylvania Infantry in the second organization of Co. G, and honorably discharged with his company June 25, 1865.

His middle name is variously reported as "Nicholas" and "Nathan," but given that he had a son named John Nicholas, the former is more likely.
