US Congressman. Moving to Pennsylvania, with his parents in 1865, he attended Wyoming Seminary, studied law, was admitted to the bar and practiced law in Wilkes-Barre, Pennsylvania. He was a member of the Pennsylvania State House of Representatives, (1879-80, 83-84) and served in the Pennsylvania State Senate, (1888-92). In 1893, he was elected as a Democrat to the Fifty-third Congress, serving until 1895. An unsuccessful candidate for re-election, he resumed the practice of law until his death.
