Thomas Milligan, 88, of Sanford, died June 15 at the Goodall Hospital in Sanford after a brief illness.

He was born in Arlington, MA on December 17, 1916, the son of William H. and Hazel (Creamer) Milligan, Sr. He attended schools in Maine and Massachusetts and was a graduate of Classical High School in Springfield, Mass.

He attended Northeastern University and then served in the Army Air Corps during World War II which included a tour of duty on Okinawa. He was a 1967 graduate of the former Nasson College.

He moved to Sanford in 1947 where he volunteered for the Sanford Springvale YMCA. He joined its board of directors shortly thereafter and was appointed General Secretary in 1960. He served in that office as it evolved into Executive Director and served in that capacity until retiring in 1981. During his tenure the current YMCA building was planned, funded and built. He was responsible for the inception of many programs through the YMCA including Camp Marland, Hi-Y, Tri-Hi-Y, bowling leagues, softball league, the Halloween parade, dance programs, Indian Guides and Toastmasters Club among many others.

He was also very involved with the Trafton Senior Citizens Center from its inception in 1964 through the construction of its permanent home in 1969 right up until late 2004.

Mr. Milligan was a very active member of the community and a recipient of many of its awards including the first Batchelder Award from the Sanford Springvale Rotary Club for youth involvement, the Citizen of the Year Award from the Sanford Kiwanis Club, 2002 Lifetime Achievement Award from the Sanford Springvale Rotary Club, SMAA Lifetime Achievement Award and the 2005 Presidents Calls to Service Award for volunteer service.

He was a founder of the Southern Maine Agency on Aging and the former Community Chest which evolved into the United Way. He was involved with the Adult Education Committee, the Toastmasters Club, Youth in Government, Dollars for Scholars, the AARP and the Industrial Development Corp. among many other organizations. He served on several town committees for special projects and was a Sunday school teacher for North Parish Congregational Church, where he was a longtime member.

His wife, the former Nathalie Mullins, predeceased him.

Survivors include 2 sons, Thomas Milligan, Jr. his wife Polly and children Miranda and Michael of Saco and Greg Gough of Dover, NH, Jim Milligan, his wife Cindy and their daughter Sarah of Sanford, and his devoted friend and neighbor, Dollie Hutchins of Sanford.

Visiting hours will be held on Friday from 4 - 8 PM at the Carll-Heald & Black Funeral Home, 580 Main Street, Springvale. A funeral service will be held on Saturday at 10:30 AM in the North Parish Congregational Church in Sanford. Burial will be at a later date in Riverside Cemetery in Springvale.
