He was a prominent legal figure in Philadelphia, and taught law at the University of Pennsylvania, where he was the Dean of the Law School from 1868 to 1872.
During the Civil war he raised an Independent company of Pennsylvania Militia Artillery (known as "Miller's Battery"), and served as its Captain and commander from its muster in on June 19, 1863 through it's muster out on July 25, 1863.
