Born at Pencraig, parish of Cilycwm, county of Carmarthenshire, South Wales, one of thirteen children of John and Mary (Rees) Bowen. He emigrated to Wilkes Barre, Pa in 1888 and married Margaret Thomas, also a Welsh emigrant, in 1892. They had four children. He had worked as a Police Officer before taking up ownership and management of a Grocery Store in Wilkes Barre.
