Joe Keener was a surveyor and active in civic affairs of both Haywood and Jackson County. He was a Whig in politics and elected as delegate to the NC from Haywood Co 1838-40, 1840-42, 1844-46 and 1850-52. He was elected Clerk of Court from Haywood 1850-52. When Jackson County was created in 1853 we was elected as the first Clerk of Court. He was also named the, first Superintendent of Education for Jackson County. He was elected to the House from 1862-82 and elected Senator 1865-67.
In 1853 he was made a mason at Mt Harmon Lodge #118 in Asheville. When Unaka Lodge #268 in Webster was chartered in 1867 we was the Senior Warden.
He was owner of Keener Cemetery, Keener Street from the fountain at the bottom of the courthouse bears his name, He was instrumental in getting locals to buy and sell property making possible the Qualla Indian Reservation.
