Bill was born on the Elliff Ranch at Banquete. He spent most of his boyhood in Corpus Christi, where his father had a subdivision known as Colonia Mexicana around Alameda and Chipito. Lots sold for $1 down and $1 a week. He attended Incarnate Word Academy and later went to the old high school at Northside. While there he wielded a mean shinney stick before the days of football. As a boy he sold papers on the streets of Corpus Christi. He also did a hitch as cowhand on a ranch near Orange Grove. In 1920 he went to work for John Cunningham, superintendent of the city water works and remained there until 1937. In 1939 he quit an interim job with a loan company to become a deputy sheriff under John Harney. He remained a Deputy for the rest of his life. He was usually assigned to criminal cases and was noted for outstanding crime detection work. He worked under Sheriffs John B. Harney, Odem Dolan and Johnny Mitchell. He was a member of the Texas Sheriffs Association and of the Texas Association of Law Enforcement Officers.
