Francis was born to James Leburn Miller and Matina F. "Mae" Pulis Miller. He married Janice Appeldorn on February 12, 1961 in Carthage. She survives.

Also surviving are three daughters, Connie (Chris) Connolly, Cathy (Bryan) Totsch and Crystal (Curtis) Walters; one son, Tod (Kathy) Miller; eight grandchildren, Kieran Connolly, Austen Totsch, Aidan Connolly, Morgan Totsch, Chord Miller, Jack Walters, Jacob Cushing and Katie Cushing; one sister. Louise (Richard) Smith; two brothers, Leonard (Shirley) Miller and Garry Miller; and several nieces and nephews.

He was preceded in death by his parents, one son, Jeffery Miller, two sisters, Mollie Bentzinger and Cathern Hall and three brothers, Jim, Carlee and Johnnie Miller.

Francis first worked as a bus driver and custodian for Carthage school district. He then worked at NTN Bower in Macomb for over 38 years. Following his retirement in 2003, he worked at Ball Fore in Macomb. He also was a handyman and did jobs for older people.
