Homer was born in 1864 and his parents both died at Fort Monroe, Virginia, possibly as war casualties, though the date of their death is still a mystery. Homer was adopted by Henry and Jane Krueger and followed in Henry's footsteps by joining the Army at 20 1884. He was one of the first graduates of the Fort Lee school for signal corpsman. He saw service in the Southwest - - in Texas and what is now New Mexico and Arizona - during the campaigns against Geronimo. Since he had learnt telegraphy, sometime prior to 1888 he was transferred to the weather Bureau and stationed as meteorological observer in Port Angeles, Puget Sound, Washington. He later worked in the United States Postal Service for some 35 years, retiring in 1929.
