Melvin was the third child and first son (of eight) born to the union of Augustus "Gus" and Mary Louise Curlee Garr. His siblings were Emma (1911), Lucille (1913), Ionne (1918), Cannon (1920), Hertis and Herise (1924) and George (1927).
Melvin received his education at Lincoln High School in Ruston, Louisiana. He received Christ at an early age. In his youth, he attended Pleasant Grove C.M.E Church under the pastorate of Reverend M. Woodson. Melvin later united with Phillips Temple C.M.E. Church under the leadership of Rev. Paul A. Stewart.
During his career, Melvin worked as a construction worker. He moved to California and lived amongst his siblings who lived in Northern and Southern California.
