Rufus Winnfield DeVilbiss was born in Frederic County Maryland, September 10, 1846. He attended county schools and the Libertytown Academy. He engaged in farming and merchandising alternately. In 1881 he moved to Dickinson County, Kansas, remaining there until 1888 when he moved to Calcasieu Parish, Louisiana. In 1901 he returned to Maryland. In 1871 he married Rachel R. Norwood, daughter of Isaiah and Ann Norwood. They had two sons and three daughters.
