US Congressman. He attended schools in Salisbury and then worked as a farmer, lumberjack, retail store owner, and real estate broker. He served in the Maryland House of Delegates from 1915 to 1917, and as Chairman of the Wicomico County Democratic Committee from 1918 to 1926. Ward served in the Maryland Senate from 1926 to 1934 and again from 1938 to 1939. In 1939 he won a special election for the US House of Representatives, filling the vacancy caused when T. Alan Goldsborough resigned to become a federal judge. Ward was reelected to two full terms, and served from June, 1939 to January, 1945. He ran unsuccessfully for reelection in 1944, losing the Democratic nomination to Maryland Senator Dudley G. Roe, whom Ward had defeated in two previous primary elections. After leaving Congress Ward returned to his Salisbury business interests.
