He spent his early years, as the youngest of five, in Joseph City, until the family moved to Taylor. He graduated from Snowflake Union High School in 1959.

Their first date was going to the Fourth of July rodeo in Heber and after that they were nearly inseparable. They were married November 15, 1965 in Snowflake. They were later sealed for time and eternity on January 26, 2002, in the Mesa Arizona Temple of The Church of Jesus Christ of Latter-day Saints; a day that they will always cherish and be thankful for. Hartley was forever grateful for the many blessings that came into his life, after he embraced the gospel of Jesus Christ.
The things that Hartley enjoyed through the various stages of his life were, being outdoors, his horses, roping at his Uncle Linford Webb's and baking delicious pies and bread. Most of all he loved his family and time spent together....
He was preceded in death by his parents; brother, Vancil; and sisters, Florence, Carma and Marilyn.
Private services will be held.
