Jess was the youngest son of Martin and Cynthia (Blakesly) Carr. He born several months after the death of his father. He had 3 brothers, Robert Theodore, and Elbert and one half brother, Charles. He married Fidelia Clayson in Olean, New York in 1892. His only child, Pearl was born in 1894. By 1905 he and Fidelia had divorced. Sometime between 1905-1910, he moved with Pearl to Houlton OR. Later he moved to Portland, OR. living there for the rest of his life.
