Lucy C. Woody-Moore is the daughter of Greenberry Woody and Rosia Moore born in February 1878 in the Grassy Fork area of Cocke Co., Tennessee. Her father died that same year when she was an infant. In March of 1880, her mother remarried to William North in Cocke Co., Tennessee, but that marriage appeared to be brief as he was not included in the HH enumeration in the 1880 Cocke Co., Tennessee census. "Lucy C. North" was noted age 2.

In 1881, Lucy's mother became acquainted with Benjamin J. Moore, and they had two daughters, Elon Moore (b. 1883) and Tishie Mae Moore (b. 1884) born in the Grassy Fork area of Cocke Co. Ben and Rosia never married and that relationship was also short lived. Rosia became acquainted with John McMahan of Cocke Co. and they married on January 4, 1892, in neighboring Blount Co., Tennessee. By this time, Lucy had 7 siblings as follows: Joseph L. D., Nancy, Green Ervin, Harriett E., Elon, Tishie Mae, Mattie A. and everyone was living in the Grassy Fork -Naillon Town area of Cocke Co.

Sometime before 1900, Lucy's mother died. Most of Lucy's siblings are now grown and living in the area with their respective families. However, Tishie and Mattie were still young and single and Lucy became the care giver to her sisters. During the 1900 Cocke Co., Tennessee Census, HH #262, "Lucy Moore" was head of the household, age 20, single, born February 1878 and the mother of 1 child - William Moore. Her son, and two sisters, Tishie Mae and Marth A. were living with her.
