He was born in Hillsville, Virginia on April 19, 1943, to the late James Parnell and the late Opal Southern Parnell.
He was also preceded in death by his wife, Betty Jean Largen Parnell; a brother, Howard Parnell and a sister, June Burnette.
He is survived by his daughter, Susan L. Agee (Scott); grandson, Kenneth R. Draper; granddaughter, Emily Draper; brothers and sisters, Roy Parnell, Evelyn Newman, Connie Parnell, Paul Parnell, and Bernie Parnell.
A graveside service will be held Saturday, November 13, 2021, at 9:00 AM in Roselawn Burial Park with Pastor Payton Gilbert officiating.
