Prior to his entry to the United States Military Academy, he studied at Texas A&M.

He was the son of Leigh Burleson and Biddy Moore Burleson.
On December 9, 1908, he married Jennie May Walker at Galveston, Texas.
They had no children.
On Thursday, April 22, 1937, a divorce was granted to Mrs. Jennie May Burleson from Colonel Richard C. Burleson, USA at San Saba, Texas.
On Wednesday, April 27, 1938, he married Mrs. Isabelle Knowlton at the home of Colonel Cortlandt Parker. Dr. Henry P. Judd officiated. She arrived on the Republic and was married the same day.
They had no children.
In 1940, he married Ella Coleman Roberts.
They had no children.

He was named after Texas Governor Richard Coke.

He was a 1906 graduate of the United States Military Academy, West Point.
During World War I he was the Commanding Officer of the 107th Regiment of the 53rd Field Artillery Brigade.
He was known for his article The Aeroplane in the Field Artillery Journal in 1925 when he suggested that airplanes be assigned to field units.
