With his father on active duty in the U.S. Navy during WWII, he spent his early childhood at his grandparents' farm near Dallas,WI where the family thought he would be safest. He went to elementary school in Barron, and the family later moved into a home on Eau Claire Street in Rice Lake.

The couple spent several years living in San Diego while Carr served on ships sailing the Pacific during the Vietnam conflict.

Daughter Debra Ann was born to the couple in 1964, and daughter Michelle Marie was born in 1966. Eventually the Navy sent Carr to Pensacola, FL where the couple bought a home and their daughters attended elementary school.

He and his crew maintained a fleet of 125 flight training helicopters at Whiting Field near Pensacola. Attending night school for nine years, he was proud to have graduated from the University of West Florida in 1972.
