Attorney, Coal Company Executive and Chairman of the United States Department of Defense Munitions Board, appointed by Defense Secretary Louis A. Johnson. He was a graduate of Harvard Law School and practiced law since 1912.

He was the son of Colonel Elmer A. Howard and Mary L. Lamson.
On March 16, 1918 as Hubert Elmer Howard, he married Edith Starr Sackett at Winnebago County, Illinois.
They were the parents of three children.
In 1938, their marriage ended in divorce .
In August 1938 as Hubert E. Howard, he married Helen Marguerite Bishop (1906-1957) at St. Louis Missouri.
They had no children.
On April 19, 1960, he married Evelyn C. Bissonette Baumgartner (born about 1917 in Wisconsin) in Chicago, Illinois.
They had no children.
She was formerly married to Matthew P. Baumgartner (1905-1984) of Milwaukee, Wisconsin.

Ex-Truman aide Howard dies
Hubert E. Howard, 87, lawyer turned coal company executive and Chairman of the Defense Department's Munitions Board under President Harry S. Truman, died Wednesday in the Whitehall North Convalescent Home, Deerfield. Mr. Howard was also President and Chairman of the Board of the firm that developed the Hillside Shopping Center in west suburban Hillside and for a time headed the Balmoral Jockey Club. As Chairman of the Munitions Board between 1949 and 1950, Mr. Howard was instrumental in helping standardize small arms and ammunition used by the NATO allies. But it was another appointment by Federal officials that first brought Mr. Howard to public attention. In 1919 after serving as a Field Artillery Captain in World War I, he was named Federal Director of Prohibition Enforcement for Illinois, a position he held for 18 months. Mr. Howard practiced law with a Chicago firm and later became President and then Chairman of the Board of Binkley Coal Co. here. He also was President of the Shasta Coal Corp. Survivors include his widow Evelyn C.; three sons and 10 grandchildren. Graveside services will be held Friday in Fairfield, Iowa.
