Entered Osgoode Hall, Toronto to study Law. Called to Bar in 1893, Joined his brother Christopher Finlay's Law firm - known as Fraser, Reynolds & Fraser. The firm was dissolved in 1894 when Christopher retired and OK Fraser formed the firm of Brown & Fraser.
1900 appointed Registrar of High court of Justice and Surrogate Court fo Counties of Leeds and Grenville
1892- September- Presidency Grand Council of Canada, No. 43 C. M. B. A. (Canadian Mutual Benefit Assoc); Grand Chancellor at time of death
