Penny was born on August 26, 1974, in Waukegan, Illinois. She completed her early education in the public schools of North Chicago, IL and graduated from North Chicago Community High School. At a young age, Penny accepted Jesus Christ as her Lord and Savior at Mount Sinai Institutional Baptist Church in North Chicago, IL.
Penny was a very caring and giving person. She had an open heart to all around her. She will truly be missed but never forgotten by the people who knew and loved her.
Penny leaves to cherish her memory her husband, Andrew J. Watkins Senior; her children Andrew Junior, Jaronn, Deondre, Au'rell, Michael, Dorothea, Lilian, Aaliyah, and Irma-Lee Watkins; her mother, Marguerite of Racine, WI ; four sisters, Cheryl Desire (Kevin) Wilson of Zion, IL, Crystal (Kevin) Harris of Racine, WI, Nichole (Reginald) Harris of Zion, IL, Stacey (Danny) Sanders of Beach Park, IL, two sisters in law Deborah (Joe) Waters of Gurnee, IL, Elizabeth Watkins of Waukegan, IL; brother in law Willie (Brenda) Watkins of Hillside, IL; five nieces and five nephews Tiffany, Latoya, Nariah, Janiah, Kaiya, Jeremiah Junior, Jerion, Karl, Kiano, and Rey'Jon; three God daughters Khayla Williams, Jocelyn Moore, and Summer Mitchell; six grandchildren Khylir, Jaiden, Maryiah, Heavyn, Jayla, Bailey Penny Simone and a host of nephews, nieces, uncles, aunts, cousins and dear friends. Penny shared a special relationship with her niece Janiah Wise, her momma TT Elnora Williams, sister-cousin Portia O'Bryant and lifetime friendships with Sherelle (Charles) Kincaid and Denise Moore.
Penny was proceeded in death by her father, Leon Herrigan; sister Yvonne Barnes; great-grandmother Veora Irvin, grandmother Bernice Parks, grandfather James H Harris Senior, aunt Doris Williams; uncle James H Harris junior; and cousin Gregory OBryant Junior.
A Celebration of Her Life Service will be held at 11:00 A.M., Friday, September 4, 2020 at the Bradshaw & Range Funeral Home, 2513 W. Dugdale Road, Waukegan, IL. Elder Tammy James, Officiating. Interment will be at Mt. Olivet Memorial Park Cemetery, Zion, IL. A Visitation will be held on Thursday, September 3, 2020 from 6:00 P.M. until 8:00 P.M. at the Funeral Home.
