William Mercer Oates was born in Tarboro, Edgecombe Co, NC, the eldest of 2 known sons born to merchant, John Olin Oates Jr. and his wife, Kate Cotton. He is the paternal grandson of John O. Oates, Sr. & Martha Mercer of Edgecombe; and gr-grandson of Stephen Oates & Frances Mobley of Sampson Co, NC. He is the maternal grandson of Andrew Jackson "A. J." Cotton/Cotten and Mary Elizabeth Jenkins.

Mercer grew up on Main Street, Tarboro in the now historic "Oates-Jenkins" house that his parents built in 1897. Mercer was 21 when his father died 1908 while he was attending the University of North Carolina (UNC). He graduated the following year, and returned home to live with his widowed mother.

Little is known of his life after this, other than he married Laura Carter on July 15, 1914, when he was 26, and she 21.

Mercer Oates died just 4 years after his marriage in 1919. He was only 30 years old. His young widow later married (2nd) to Henry Frederick Weyher of Kinston by whom she had 3 known children.
