William Capel was born in Walthamstow, Essex, England to parents Joseph Capel and Elizabeth Cooper. The second oldest child in a family of eight, William worked as a Machinist for the railway and also an engine works. In 1856 William married Maria Patmore at St Leonard's Shoreditch. The couple had three children and lived in Cooper's Lane in Leyton. William passed away in 1893 at the age of 59.
