Amelia was the daughter of Mary Zittinger Ripperger and Conrad Ripperger Sr; wife of James W. Rhoads Sr; mother of Jane, James Jr, Myrna and Kenneth; and sister of Katherine, Carolyn, Alexander, Henry, Mary, Gerard and Conrad Jr.

Before marriage, Amelia worked for the Telephone Company, initially as a phone operator and later as an instructor.

Amelia was active at Zion Luthern Church in the Hamilton section of Baltimore, helping prepare church dinners.
