April 3, 1967 - February 25, 2021

Jeff was born on April 3, 1967, in Merced, CA. His family moved to Bakersfield in 1968, where he graduated from West High School and attended Cal State University Bakersfield. He worked several years for the County of Kern in both the Planning and Communications Departments. Jeff was a prolific songwriter, and his passions were rock music and electronics. He was a pushover for animals and a very creative, artistic soul. Jeff's happiest time of life was probably during the 80's with his Raging Woody band mates.

Jeff is survived by his mother and stepfather, Penny and Jerry Ratzlaff; his father and stepmother, Jerry and Sandy Cotton; his brother, sister-in-law, and niece, Brant, Jeanne, and Katie Cotton; and stepsister, Jill Nathan, and her family. The family would like to give a special thanks to Ray Mendenhall, bandmate and good friend, for his help during this time of our grieving.
