Born the son of Frank and Frances Plummer. As a boy he attended St Alban's Cathedral School in Toronto. Later, he attended Trinity College in Dublin but enlisted in the Royal Inniskilling Fusiliers. After fighting briefly in the Somme in 1916, he caught trench fever and was invalidated to England. He was then transferred to the Canadian Field Artillery. He was finally discharged in August 1919 after he was in the army of occupation in Germany after the armistice. In 1922 he graduated in Arts and Law at the University of Dublin, Trinity College.

In 1940, he completed an administration course at Trenton, Ontario. John was a flight lieutenant at R.C.A.F. headquarters Ottawa and later to the Toronto recruiting centre where he served until his appointment to Regina's Airforce recruiting centre. He became Squadron Leader in July 1942.
