Born in Oconee County to the late Herschel Andy and Sara Louise Hubbard Barnett. Graduating from Westminster High School in 1959, he farmed with his father where they ran a small dairy.
Having proudly served in the US Army during the Vietnam War, he was a member of the Vietnam Veterans of America. He was employed with Daniel Construction as a heavy equipment operator for a number of years. Attending many county council meetings and penning numerous letters to the local newspaper, he was an outspoken advocate for property rights, generating many spirited debates across the county. He enjoyed gardening. He was of the Christian faith.
He is survived by his special friend, Holly Thuha Nguyen, his brother, Dr. Andy H. Barnett (Pat), sister, Lou B. Haynes (Clayton), niece, Missy Bowman (Jeremy), and nephews, Dr. Karl Barnett (Mary), Mark Barnett (Claire), Luke Barnett (Anna), and Clay Barnett.
