SIDNEY - Marsha June Watson, PhD, née Rulau, 66, [of Hudson, IL, and formerly of Peru, IL,] passed away on July 28, 2021, in [Peoria], IL. Marsha was born on June 7, 1955, in Algonac, MI. She graduated from Sidney High School, [Sidney, Ohio,] in 1973.

After serving over 7 years in the Navy, [during which she specialized in electronics,] she earned her BS and MA degrees from Northern Illinois University, and a PhD in English from the University of WI. Marsha excelled in the world of academia, serving as a faculty member, an Associate Professor, a Dean of Graduate Studies, a Director of Assessment and a ViceProvost at a variety of institutions.

Marsha is preceded in death by her beloved husband, Frank [Lawniczak], and her parents, Russell & Darlene Rulau and Prudence Rulau. She is survived by her siblings: Lance Rulau, Carla Rulau Layman, Russ Rulau, and Roberta Rulau MacLeod, all of Florida, Scott Rulau, of Texas, Sharon Modia Michalski, of Wisconsin, Yvonne Rulau Christopher, of Ohio, and Kyle Rulau, of Minnesota, as well as 17 nieces, and nephews. She will be sorely missed by family, friends, and colleagues.

Marsha June Watson, PhD, née Rulau, 66, [of Hudson, Illinois, and formerly of Peru, Illinois,] died on July 27, 2021, in Peoria, Illinois.

Graveside services will be held 11:00 a.m., Saturday, September 18, 2021, at the Peru City Cemetery, where full military rites will be conducted by the Peru Veterans Memorial Group. Funeral arrangements are entrusted to the Mueller Funeral Home, Peru.

Marsha was born on June 7, 1955, in Algonac, MI. After high school, she served over seven years in the United States Navy [during which she specialized in electronics], and then went on to earn her BS and MA degrees from Northern Illinois University, and a PhD in English from the University of Wisconsin-Milwaukee.

Marsha's varied and successful professional career was a testament to her abilities, creativity, and her passion for teaching. She served as a faculty member, a Dean of Graduate Studies, a Director of Assessment, and a Vice-Provost, at a variety of institutions. Dr. Watson also served as a consultant and a peer reviewer with the regional accrediting body, the Higher Learning Commission. In 2009, she co-founded the national organization, the Association for the Assessment of Learning in Higher Education (AALHE). Marsha consulted and presented on a variety of topics, including curriculum, assessment, ethics, and college writing. She also served as Principal Investigator and as external evaluator for a number of federally funded grant projects.

Marsha was preceded in death by her beloved husband, Frank [Lawniczak], whom she now joins in life ever after. Family, friends, and colleagues will greatly miss her sharp wit, her boundless generosity, and her genuine good nature.

National Louis University, Marsha Watson - Vice Provost for Institutional Effectiveness & Accreditation. Dr. Marsha Watson is a Vietnam-era, US Navy veteran and Vice Provost of Institutional Research and Accreditation at National Louis University. Watson took her PhD in English at the University of Wisconsin-Milwaukee, and MA in English and BS in Mathematics Education at Northern Illinois University after her Navy service. Prior to landing at NLU, Watson held a number of faculty and administrative positions, including most recently Director of Assessment at the University of Kentucky. Watson has published and presented widely on assessment of learning in higher education, and is co-founder and President of the Board of Directors of the Association for Assessment of Learning in Higher Education (AALHE). Over the years, her service to the higher education profession has included assisting the Higher Learning Commission of the North Central Association (HLC) in numerous roles, including peer reviewer, AQIP facilitator, Assessment Mentor, and a mentor and admissions panel member for the HLC's Academy for Assessment of Student Learning.

Dr. Marsha Watson served as Provost at Chancellor University. Dr. Watson was previously the Director of Assessment at the University of Kentucky. Dr. Watson is widely published in numerous academic journals and a regular speaker and contributor at academic conferences. Her most recent article, "Ethical Issues in Assessment," was co-authored with Robert Mundhenk and appeared in The Higher Learning Commission of the North Central Association of Colleges and Schools' 2010.
