Joe Louis Carter passed away peacefully in his home on Saturday, September 12, 2020.
Born in Arkansas and raised in Stockton, California, he was the son of Oscar and Daisy Carter.
Joe was a longtime resident of Fairfield, California, where he retired from the military at Travis Air Force Base after 20 years of service.
He was a friend to all and a stranger to none. He was many things to different people and enhanced their lives in many ways. The one thing he was best known for is being a provider to all, no matter who the person was; nobody was left out.
An exceptional man, he will be dearly missed.
Joe is survived by his wife Lula Carter; seven children: Sylvia Carter, Donell Carter, Dwayne Carter, Vincent Carter, Joetta Carter-Johnson, Dina Carter-Magee, Steven Carter; 13 grandchildren; and eight great-grandchildren.
Services will be private. In recognition of his life of service to his country, he will be laid to rest at the Sacramento Valley National Cemetery, with arrangements in the care of Fairfield Funeral Home.
