He was born Charles Edmond Balestier on June 25, 1871, in New York, his father, John Augustus Balestier , was 28 and his mother, Emily Elliot, was 28. He married Agnes Ann Jones on December 5, 1894, in Cranford, New Jersey. They had one child during their marriage. He died on October 17, 1939, in Teaneck, New Jersey, at the age of 68. He was 1st cousin to Caroline Starr Balestier who was the wife of Rudyard Kipling and Wolcott Balestier (brother of Caroline), who was an author that collaborated with Kipling on several novels.

Charles Edmund was a short story writer, along with his wife Agnes. He went by name Elliot Balestier, later changing it to his legal name "Edmond Elliot" In 1915 one of his stories was produced as a motion picture, "Under the Fiddler's Elm", produced and directed by Edgar Jones.
