Dallas was born in Ventura, California to James Robert Couch and Peggy Jean Gilliland. She was raised in Dallas, Texas by grandparents, Martin Homer and Edna Mae (Thomas) Couch. She graduated from Kimbell High School in Dallas, Texas. Dallas lived in Rush Springs, OK most of her adult life and worked as a nurses aid for Marlow Manor and Gregston's for many years before retiring.
She enjoyed fishing and was a former skater. Dallas loved taking care of her dogs. She was a member of the Vimy Ridge Baptist Church.
Along with her parents and grandparents, Dallas was preceded in death by her husband, Randall Wayne Decker, a son, Joseph William Dunn, and a granddaughter, Brittany Lynn.
