Before Antietam
In 1860 he was a 24 year old machinist living with his parents and siblings in Delaware, OH. His father Thomas Powel(l), born in Wales, was a prosperous lawyer. Eugene helped organize a Company of troops and mustered into service as Captain of Company I, 4th Ohio Infantry at Camp Jackson, Columbus, Ohio. The 4th was mustered into 3 months Federal service in May, but soon converted to 3-years' service. At the organization of the new 66th Ohio Infantry (17 December 1861), Powell was appointed Major. In May 1862 he was promoted to Lieutenant Colonel.
On the Campaign
He led his Regiment, part of General Greene's Division, in their assault to the Dunker Church at Antietam on 17 September 1862. He reported that he "was wounded by a musket-shot along the cheek and neck, which disabled me from remaining on the field the rest of the day."
The rest of the War
On 12 March 1865 he was appointed Colonel of the new 193rd Ohio Infantry. He was honored by brevet to Brigadier General on 13 March 1865 and mustered out on 4 August 1865 at Winchester, VA.
After the War
In 1870 he was a Collector of the Internal Revenue, again living with parents and 3 siblings in Delaware, OH, and he was elected to the Ohio State House from Delaware County in 1871. In 1880 he was a fence manufacturer in Delaware but by 1900 was in the real estate business in Milo, Franklin County, OH.
