Owens was born April 20, 1924, in Benton, Ill., to Horace and Esther Owens. He married Joyce Balsiger in 1947 in East St. Louis, Ill. She died in March 2006.
Owens was a high school graduate and served in the Marine Corps in the South Pacific during World War II. He worked for W.A. Woodard Lumber Co. and Weyerhaeuser in Cottage Grove from 1947 to 1985.
Survivors include three sons, Daniel of Curlew, Wash., Kerry of Eugene and Michael of Havelock, N.C.; and one grandchild.
Private inurnment will be at Pleasant View Cemetery in Sherwood. Arrangements by Smith-Lund-Mills Funeral Chapel in Cottage Grove.
