Howard Delwayne Foy, 57, of Lowell, Arkansas passed away Monday, September 23, 2019 at his residence in Lowell. Howard was devoted to his wife of 39 years. He loved to make people laugh and smile and was known for his stories, jokes and love for his family and country.

He was a patriot and served his country faithfully in the United States Army as a military police officer and investigator. He served as a police officer and detective with multiple municipalities and was the first Chief of Police for Bethel Heights, Arkansas. Howard was a successful entrepreneur and had many great accomplishments.

He was born August 4, 1962 in Modesto, CA to Howard P. and Naomi (Ruth) Lutz Foy.

He was preceded in death by his mother. He is survived by his wife, Cecilia Dane Foy; two children, daughter, Jessica Stevens and husband, Danny of Lowell, AR; son, Jeffery Foy and wife, Tahara of Charlotte, NC; father, Howard Foy and wife, Elizabeth of Bentonville, AR; five grandchildren, Isaiah, Brennen, Brianna, Jackson and Jemma; one brother, Nathan Foy and wife, Lettie of Rogers; two sisters, Vickie Boyd and husband, Kevin of Rogers, Lisa Roscher of Rogers and many other family members, former colleagues and dear friends.

Funeral services will be at 9:30 am, Friday, September 27th, 2019 at Calvary Free Will Baptist Church, 1000 N Gutensohn Rd, Springdale, AR 72762. Burial will follow at the National Cemetery in Fayetteville, AR with military honors. Visitation will be from 9:00am until service time.
