He was the son of Libert Sutton 'T.L./Tip' (1886-1961) and Edith Elitha 'Edie' Sisk Clark (1891-1972).

Bill's father first married Verla Bell Martin (1892-1963) on December 24, 1907 in Nortonville, Christian Co, Kentucky. Their child (Bill's half brother): Kester Owen Clark (1908-1975). They divorced.

Bill's father then married Edie on October 22, 1914 in Madisonville, Kentucky. This was her second marriage, too. They divorced about 1921 and then remarried October 14, 1924 in Nortonville, Kentucky.

Bill's sister: Edna Lee Clark Bateman Carlisle (1916-1948). Bill's half brother: Kester Owen Clark (1908-1975).

His parents moved to Oklahoma about 1917 after the birth of his sister. After their divorce his mother took him and his sister back to Nortonville, Kentucky. His father took his half brother, Kester, to Eldorado, Illinois.

After his parents remarried they built a house in Eldorado.

In the spring of 1935 Bill and Kes went to Indianpolis, Indiana and stayed a while with Kes's mother and her husband. On August 27, 1937 Bill married Florence Enice Holman in Indianapolis.

Bill and Florence's sons were born there: William Ramon Clark; Larry Holman Clark; and Michael Shane Clark. After the birth of their sons Bill was in the army from 1943 to 1946.

The 1959 Indianapolis City Directory shows Bill as a tool maker for Monument Engineering.

About 1958 they moved to Fishers, Indiana. In November of 1976 their son, Michael died in Tacoma, Washington while in the service. In November of 1994 they moved to Prescott, Arizona.
