He was born Oct. 4, 1953 in Rockingham County, and was a son of the late Paul William and Beulah Simmons Payne.
He grew up in Bridgewater, Virginia and graduated from Turner Ashby High School. He served in the United States Air Force.
On June 20, 1980 he married Sherry C. Puglisi, who survives. He is also survived by a son, Derek and one granddaughter, and a sister Linda Payne Nelson.
There were no formal services, and per his wishes, the body was cremated.
