She was born Judy Ann Burtts on September 26, 1944, to Charles Hubert and Shirley Eleanor (Suverly) Burtts in Bismarck. She grew up in the Bismarck and Burleigh County areas. She was the youngest of 13 children, so her early life was spent surrounded by family. During this time, she developed an enduring love of the outdoors, animals, and sunshine. Judy lived briefly in northern Oregon, graduating from Newberg High School in 1963.
She met the love of her life, Arlen Keith Bailey, and they wed January 7, 1967. She gave birth to two sons, Roy Arlen and Jonathan Bruce, and was a proud, supportive, loving wife and mother. At various times in her life, Judy ran her own housekeeping business, worked for the Heartview Foundation, and worked alongside her husband, serving as administrator of General Masonry Company. Her favorite occupations were wife, mom, grandma, great-grandma, sister, aunt, and friend. Judy loved birds, butterflies, flowers, music, and enjoyed the company of a very large and affectionate family.
Judy is survived by her sons, Roy and Jon; soon to be daughter-in-law, Christy Davis; grandchildren, Jessica Rae, Roy Keith, Brooke Taylor, Jack Tyler, and Jordan Arlen; great-granddaughter, Layla Elizabeth; sister, Arlene (Ralph) Auch; brother, William Burtts; and a wide circle of extended family and friends, including her special niece Joslyn Foley. She will forever be remembered for her unflagging sense of humor and her kind, generous soul.
Her passing joins her with her beloved husband of 37 years, her parents, ten siblings, and several dear friends.
