R.L. Counts taught in the early Southwest VA schools for more than 20 attended. He attended William & Mary college for one term and won the debaters medal. He represented Buchanan, Wise and Dickenson counties in the Virginia general Assembly 1887-1888.

Married Edith Meade, dau of harvey and Rebecca Meade, on December 23, 1890 Russell County, VA. They had 10 children:
