US Congressman. He was elected to represent New York's 10th District in the United States House of Representatives, serving from November 4, 1902, to March 3, 1903, as a Democrat. He filled the vacancy caused by the death of Congressman Amos J. Cummings. Although he was a candidate for a second term, he was defeated by the Republican candidate. Born outside of Madison, Florida, he attended local schools before graduating from Columbia Law School in New York City in 1886, before being admitted to the bar the same year and starting a practice in New York City. In November of 1907, he was elected a judge of the Court of General Sessions, and took office on January 1, 1908, but resigned in 1916. He was New York County District Attorney from 1916 to 1921. Although he was accused more than once of "misconduct and malfeasance" in office, he was never removed from office. He was a candidate for the New York Supreme Court in 1920 but was defeated. At that point, he left New York politics, residing in Florida or Missouri for the rest of his life. On May 21, 1921, he, at the age of 59, married Margaret W. Geisinger Swann in her home in Missouri, according to the announcement in the "New York Times."
