Francis R. Bill, 69 passed away unexpectedly Saturday, October 21, 2006 near his home on West Hill Road in West Berlin.

He was born on November 2, 1936 in Canton, Connecticut, the son of Roswell & Ruth (Case) Bill. He graduated from Canton High School in 1954. In February of 1959 he joined the United States Air Force, where he served as an Electronic Technician Serviceman. His service ended in 1962. Mr. Bill was retired after many years in the trucking and school transportation industry. He worked for Bruce Transportation, National Freight, and Stone Transportation among others. Despite being retired, he kept very busy. Francis was actively involved with Berlin Town affairs. He served as an alternate on the Development Review Board since 2005 and attended Berlin Select Board Meetings regularly since 2002.

Survivors include his daughter, Naomi Bill and her companion Donnell Henderson, both of Burlington; his step-son, Eric I. Snay and his companion Stacie Mincher, both of Rutland; one brother, Dwight Bill and his wife Noreen; one sister, Susan Bill; one sister-in-law, Margaret Bill, all of Bonita Springs, FL; his former wife, Deborah Edwards and her husband Stephen Edwards, both of Williston; his nieces Jessica, Deidra, Julie, Kimberly, Suzanne, Tina; and his nephews, Steven and Joseph. He was predeceased by his father, Roswell Bill in 1988; his mother, Ruth Case Bill in 1994, and his brother, John Bill in 2004. Francis was a quiet man who had a great love of nature, a quick wit, and passion for reading. A lifelong student of language, history, and trivia, his words were well thought out and usually provided both keen insight and a dose of jovial laughter. He was a neutral listener, a kind and loving father and a wonderful friend.

A graveside service will be held at the Berlin Corners Cemetery in Berlin. There are no calling hours. Arrangements are under the direction of the Guare & Sons Funeral Home in Montpelier, VT.
