According to the History of Southeast Missouri, he is the son of Christian and Margaret (Mertz) Stein, both natives of Germany who immigrated to the U.S. in 1859. They first settled in New Orleans but because of a Yellow fever epidemic they moved north, first settling at Commerce in Scott County. Louis became a miller and in 1887 he took charge of all the mills of the Cape County Milling Company. In 1905 he was elected to the city council and served during Mayor Whitelaw's administration. His father being a veteran of the Civil War, Louis became a member of the Sons of Veterans. He married Marguerite Barrett in 1886, who was from Cairo, Illinois. They had 3 children, Harvey, Carroll, and Marguerite.
