Seymour was born to William "Moses" Fischl and Jenna Frum "Flora" Gitsky on March 9, 1924, and was the fourth of six children, having one sister and four brothers. He was described by at least two relatives who knew him as being a dwarf, or " little person" with red hair. He was a resident of the Wassaic State School in Wassaic, New York. He was sent there sometime in the 1930's. He died there of lukemia in February of 1977, at 52 years of age. He is buried in the Mount Richmond Cemetery on Staten Island, New York.
