Haitian Statesman. He served as President of Haiti during two tenures (February 7, 1986 - February 7, 1988 and June 20, 1988 - September 17, 1988). He was serving as the Chief of the General Staff of the Army in early 1986 when the dictatorship of "Baby Doc" Jean-Claude Duvalier fell. After Duvalier's fall, he became president of an interim governing council, which consisted of six civilian and military members. He served in this position for two years after several attempts of free elections was unsuccessful. In February of 1988, he stepped down in favor of Leslie Manigat, who had won an election that was marred with fraud in January of that year. He would overthrow Manigat later that year after Manigat tried to dismiss him as head of the army. He again served as president for several months until September of 1988 when he was ousted by a group of young officers led by Gen. Prosper Avril. After the coup, he fled to the Dominican Republic, where he lived until his passing.
